The conservative leadership of The Bush has chosen a go-it-alone foreign policy of bullying. Their bluster about China before 9/11 was only topped by the President’s “Evil Axis” comments about Iran, North Korea, and Iraq in his State of the Union address.
Of course, worse still was the pre-emptive attack on Iraq justified by a CIA “certainty” about that country’s possession of weapons of mass destruction.

The key to a lasting peace is international cooperation. This point was made most eloquently last April here in Orange County by Mikhail Gorbachev, former head of what Ronald Reagan called the “Evil Empire.” The text of his speech is attached. I also agree with Thomas P.M. Barnett at the U.S Naval War College (see his new book The Pentagon’s New Map, 2004) that global integration is key to a lasting peace. However, I do take exception to his militaristic approach to accomplishing that integration. My own long-held views on the matter are expressed my 1995 OPED and my 2003 Cambridge University essay also attached. My main argument therein is that trade causes peace, and the best foreign policy promotes trade as it leads to global integration.
